Abstract
The evolution of the biotechnology is actually occurring along with the progress of several of its inherent building blocks, whose prominence can be stated to genomics, proteomics, molecular and biochemical biology as well as the consolidation of an industry of several inputs, machines and equipments for biotechnology. Such changes imply new organization forms, such as cooperative arrangements of research and innovation and peculiar routines. These complex arrangements and organization patterns have demanded a deep revision of institutional and regulatory marks, comprehending quite distinct aspects, such as norms for production, consumption and commercialization of genetically modified organisms, researches, intellectual property rights and access togenetic resources. All these subjects are going to outline the institutional atmosphere that covers biotechnology. Brazil has obtained an internationally prominence due to some accomplishments in this field, and recently approved a biosafety law (Law nº 11.105/05) aiming to build an appropriate environment for biotechnology. Brazilian Government has also recently released new Biotechnology Policies, in order to create environment to foment investments and develop business. The present article analyzes this situation and this differents point for be stimulated and to promote the organizational and institutional conditions to the establishment of the Brazilian’s Innovation System of Biotechnology.
